Im Steinbruchgelände neben der Mordgrundbrücke war bereits vor 1945 eine bombensichere Ausweichsbefehlsstelle für den Befehlshaber des SS-Oberabschnittes Elbe eingerichtet, dem die SS- und Polizeiverbände in Sachsen, Thüringen, Schlesien, dem Sudetengau und weiteren Bereichen unterstanden.
Nachdem in der Nacht vom 13. zum 14. Februar 1945 das Dienstgebäude Devrientstraße 2 zerstört wurde, bezog der Dresdner Höhere SS- und Polizeiführer mit seinem Stab den Bunker am Rande der Dresdner Heide. Wahrscheinlich von hier aus ging am 15. Februar 1945 ein dramatischer Situationsbericht an den Reichsführer SS nach Berlin ab.
Einen Monat später war der Höhere SS- und Polizeiführer Elbe auch für die amtliche Feststellung der Auswirkung der Luftangriffe zuständig. Der sorgfältige Abschlussbericht vom 15. März 1945 und die folgenden Nachträge listeten die schweren Zerstörungen an Gebäuden und Einrichtungen ausführlich auf und berichteten von mehr als 20.000 bis Ende März 1945 geborgenen Toten.
